The Eighth World Congress of the Fourth International has just completed its final session. We, delegates from 50 countries who have participated in this Congress, wish to put our main conclusions up for discussion.
The agenda of our Congress foresaw a broad discussion devoted to the struggle against war and the military interventions and occupations that are threatening humankind throughout the world.
But just as that discussion was being pursued, a press report was published that said: “The government of Mariano Rajoy has allowed the US to deploy on Spanish territory a rapid reaction force in anticipation of widespread chaos expected in Algeria. In the next few days, a 500-strong special forces unit under the US Marine Corps together with eight US military aircraft will be deployed at the Morón de la Frontera base, situated in Seville province in Andalusia. The genuine shock and popular mobilisation that filled the streets of Venezuela following the announcement of the death of President Hugo Chavez were deeply rooted in the struggles of the workers and people for national sovereignty and against imperialism.

We salute the Black mineworkers of Marikana (Azania/South Africa) who, by their 40-day-long strike, with their trade union, the Association for Mineworkers and Construction Union (AMCU), stood their ground in the face of the shameful bloody repression unleashed by the South African government. They have just forced the Lonmin mining corporation to retreat!

The declarations of threat being made by the American administration, the European Union and the IMF towards the people of Greece have but one objective: to align the world in a raging offensive to force the Greek people to capitulate and thus, by the same token, to send a warning to all the peoples of Europe.

The expropriation of part of the shares of the Repsol-YPF oil company in Argentina on April 16th, followed by the expropriation of TDE (Transmission of Electricity) in Bolivia on May 1st are, unarguably, measures in defence of national sovereignty.
It is about the inalienable right of peoples to exercise their sovereignty over the natural resources and the industrial infrastructure of their country, a right that the IVth International unconditionally supports.
